Who We Are

HCPA was created for individuals of Caribbean heritage who are looking to inspire and collaborate with like-minded individuals that are ready to challenge the status quo, commit to their success, support, empower, and celebrate the achievements of one another while building meaningful relationships that impact our community.

Board of Directors

Sledge Leonidas: Founder & Chairman of Board

Sledge Leonidas is an Entrepreneur and a Public Health professional with a diverse background and several years experience in Business Administration and Project Management. Mr. Leonidas has been instrumental in forming Houston Haitians United and sits as Chairman of the Board. Mr. Leonidas also serves on the Board of Director of Houston Caribbean Professional Association as Chairman. Mr. Leonidas is actively involved in public service internationally and locally providing healthcare consultation, community development, and mentoring youth. Mr. Leonidas is also a talented musician and musical performer who goes by the name NegLakay BelBagay of the innovative group LaFamille Royal. Sledge Leonidas, was born in Haiti and is fluent in English, French, and Creole. He attended Morehouse College in Atlanta, GA majoring in Biology with a Minor in Business.

Fabiola Riobe: Board of Director / Education Chair

Fabiola Riobe is the Associate Provost of Academic Innovation, Online Education, and Global Opportunities at the State University of New York Rockland Community College (SUNY RCC). As an international researcher, expert, and education advocate, dignitaries, and executives across the world applaud her business acumen and academic accomplishments. A natural leader, Fabiola, is a powerhouse in the boardroom and a woman of action on the ground championing equity in education, cultural diversity, and financial independence at every level. In her previous role as the President of Community Colleges for International Development (CCID), she brought together some of the world's most leading education experts to foster the exchange of proven strategies and cultivate relationships within the education, business, and government sectors. As a former Fulbright English Teaching Assistant award recipient, her passion for language instruction has gone unscathed. After leading many initiatives with the Educational Testing Service (ETS) enhancing educational technologies and language assessments, she migrated to North Africa. She was known there as "Madame Fabiola", the founding director and master teacher of the American Language Center of ELJ. She left a legacy that reinforced the relationship between the people of the Kingdom of Morocco and that of the United States of America through cultural exchange and language communities. Raised in the outskirts of New York City, educated in Paris, Montreal, and Dakar, Fabiola has worked across the European and African continents. She has firsthand knowledge of the importance of technology and a global perspective in today's workforce and academic spaces. In her current role, Fabiola's rich multi-cultural heritage and blended family lineage are what fuels her passion for bringing about global competency in communities that need it most.

Executive Board

Lesley Christmas Current Position: President

Lesley is of Trinidad and Tobago parentage and loves spreading the legacy of her Caribbean roots. She is a steel pannist who takes pride in spreading Caribbean Culture through teaching, performing and speaking. Lesley holds a Bachelor of Science Degree in Computer Information Systems Management and Sociology. In addition, she is a certified educator in Special Education and Technology Applications. Lesley is also trained in Project Management, SAP and holds a Master of Science Degree in Educational Leadership. She is an experienced mental health professional who owned and operated a licensed agency servicing persons with Special Needs for over a decade. Lesley takes pride in the betterment of the Caribbean Community at large and is fully dedicated to its' development and progress.

Chad Sebastien- Biography Current Position: Events Coordinator

Current Position(s): Treasurer, Membership Intake Chair

Chad Sebastien has always had a deep passion for organizing and planning. Based on the philosophy, “Every special event deserves to be stunning” Mr. Sebastien founded Sebastien Productions in 2013.  Throughout the years, he has gained many valuable connections with industry-leading experts and vendors. Mr. Sebastien is willing to workday and night to guarantee that your next event is filled with unforgettable moments.

Mr. Sebastien gained experience as a Social Event Coordinator through his participation in various higher education event planning, and student government and on or off campus activities. Successful events include “Dress for Success, HIV Awareness Week, Etiquette and Manners Camp, “How to be a Lady”, Resume Building Workshop and Black History Months Program. Mr. Sebastien also has experience as a Personal and Photoshoot Stylist, Consultant and Model/Runway Coach.

He has assisted with coordinating and coaching the production of the NAACP Fashion Shows through the University of Houston. His volunteer endeavors for the community include participating in annual events such as Relay for Life, the Gator Bike Ride and the Houston Caribbean Festival. In addition, he volunteers and uses his skills at local events such as the Juneteenth Pageant and Strong Male Etiquette.

Mr. Sebastien prides himself on his attention to detail, project-oriented focus, professional customer service and exceptional coordinating skills. Whether it is a personal event, class or fashion show, Sebastien Productions is available to make sure your event and experience will surpass your expectations.
